I know the wheels/tires you are talking.
They still got balance problems, also it creates big turbulences in and outside
the wheel. To cover the outside is not so easy - the V is also for the
"suspension" effect - means the bending and turning of the cross section of a
tire when you brake, turn, accelerate.
So between the "tire" and the cover has to be a gap - not a good idea for high
speed.
To go fast you like to have not to wide tire - the current concept works (in
the moment) only with wide tire. The V are not strong and weak enough to the
same time - they are working hard on this issue.
