The way it was explained to me, the Scatter Shield is required in addition
to any bellhousing.

That still leaves it unanswered, Mike. It says the clutch and flywheel must
be shielded. This  is doing that. The bellhousing is 1/4" steel. I doesn't
mention the bellhousing.

Now you said "The shielding on my GT car's clutch/bellhousing" Are you
running a manual Tranny with a Clutch?
If yes, bellhousing doesn't matter section 3.O applies(IMHO).It says "ALL
cars including rear engine cars with NON-AUTOMATIC transmissions shall be
equipped with a 360 degree 1/4 inch thick Steel Clutch Shield sufficiently
wide enough to shield the flywheel and clutch assembly" and a bunch of stuff
about the types of material, forming methods, corvairs and VW's.

So it's one or the other depending on the type of transmission. And this is
in addition to any bellhousing you may have installed.

That's the way it was read to me last year.

The shielding on my GT car's clutch/bellhousing must meet S.F.I. 4.1
according to SCTA (last year's rule book, because I can't seem to get a new
one within a two month time frame) and I have found a bellhousing (Lakewood
Blowproof) for my motor that meets S.F.I 6.1. My question is, "Do I need a
scatter shield also?" I plan to line the foot well with 1/4" steel anyway.
