Todd, from what I've seen, not every engineer is a designer.  Designers
are a specially gifted breed of engineer.  But anyway, in practice,
scientists, engineers, managers and contractors just fight it all out
furiously with each other, and when the dust settles, something has been
built. Then all the above work on the thing and develop it until the
equipment more or less works.  lol  BH
