Paypal has no set up fee nor annual nor monthly nor weekly fees. They take less
than most credit card companies (3%) and it's so easy to do the transaction by
internet. So, it's $50.00 by check and $51.50 by Paypal. It's just so much
easier for all concerned.

Merchants annual fee and setup charges.
plus, ECTA (or any of the sanctioning bodies don't have the volume to cost
justify the service.
