Gary;
Methylene chloride, the principal ingredient in paint remover, will
cause silicone compounds to soften & swell. Soak the silicone for a
while and it should scrape off easily with a plastic windshield ice
scraper.

I would try Stoddard solvent. Soak a rag and fasten it to the silicone
area so it stays wet. Should loosen it without taking paint off. Good
