Believe the next Snell cert spec will be 2005.
As for the Panhard bar, make it as long as you can regardless of your
suspension travel. Short bars induce unwanted side movement to the axle.

surface right over the pinion bearing and would be a real easy place to fix
a bracket for a panhard rod.
