There are various places in the rule book where records (or minimums) do
not exist for a certain engine size. This usually occurs at the lower
designations like F, G, H, I etc. Is this because the engine size is not
allowed or because no one has ever entered an engine size in that class?

Elon,
Bonneville classes with no records are considered as open. There may not have
been any participation in the past. Two consecutive passes would establish a
record, no minimum required.
You need to look at each class to see if the engine size is availbale. This is
listed at the end of the class description, "Engine classes allowed..."
