wheel wells

list i am building a altered and i have lined the wheel wells with
aluminum around the radius of the tire to keep the salt out of the body.
the rule book says (wheel wells may not be filled or covered) am i
correct in asuming filled refures to filling the indentation  in the
body at the rear wheels thanks dick spencer
