We have road raced these same drums very hard for years and never had a
problem.  You say you have had different wheels and tires on the car and the
problem remains.  I am suspicious of them anyway.  Are you running radials
in the back and bias plys on the front?  Or anything else weird?  Are they
new wheels and tires?  Correct pressure?  If everything else appears correct
you could take the drums in to a engine machine shop and have them balanced
like a crankshaft.  You have no doubt checked tow in, caster and camber?
How about a steering dampener (available from the hot rod works if you don't
have one)?  What is the condition of the king pins?  The closer to the
center of the spindle that the out of balance occurs the less critical it
is.  I recently put hydraulic brakes on a stock 1936 International truck.
For a while we ran radials on the front and the spokers with the original
bias plys in the back.  It did some really strange things!!  It would become
unstable at speed (more of a 'hula' than a shimmy).  We put (used) radials
all the way around and the problem disappeared.  Please let us all know what
you find out.
Boogie woogie is a catchy name, but you don't want it to be descriptive of
the handling.
