What your seeing is the result of the American Mining Law. It went into
effect in 1872 and remains almost unchanged. It allows anyone, including 
foreign 
companies, to take what they want without any restrictions. Any. The can turn
any land that they have a mining lease on, into a toxic waste dump legally.
I am not exaggerating.
A group of family farmers and cattle ranchers has been trying to amend the law
for years. After land has been used for mining, it can't be used for grazing
or anything else. You can check their site for more information:

Reilly has always had the legal right to tell everyone to stuff it. I was
surprised when they went along with the Save the Salt project. Their
lease must have been up for renewal. The BLM normally can't refuse the renewal, 
but they can delay it for years.
