I know this was covered last year, but a brief refresher . . .
To become an official observer for FIA record runs (any motorsport) the
observer must be a member of an affiliated sanctioning body (NHRA, SCCA,
CART, etc.) and they must first belong to the US "holding body" in the USA
known as ACCUS.
When you run FIA, you must be a member of one of the sanctioning bodies,
that is why every World Finals contender had to join SCCA because it was an
SCCA observer. The SCCA observer will sign-off on the record providing the
speeds are sufficient and the safety and tech are up to snuff.
The documents then go to SCCA for ratification before they are forwarded to
ACCUS who will actually send the package to FIA for certification. Everyone
is careful because reputations and sanctioning rights are on the line if any
hanky panky is discovered.
Once in Europe, the record claim is examined and if everything is found to
be in order by the appropriate committee (taking each claim one at a time as
an agenda item) then the record is certified.
If a boat load of records are attempted then there can be quite a backlog
because, as has been previously stated, the FIA times a multitude of
motorsports events.
Malcolm . . . correct on the above if I have it scrambled, but I believe
this is a simplified string of events to FIA certification.
The reason the SCTA or USFRA cannot designate observers is because they are
not members of ACCUS, and I believe the reason for the lack of membership is
due to whopping great annual dues that far outstrips the number of actual
world record contenders each year. You pay to be a member even if you do not
use the designation, so rain out years would place an even greater financial
burden on SCTA and USFRA and would only benefit a small percentage of LSR
racers.
Convoluted as the present process may seem, it is the most cost effective
route to world record status.
