The purpose (unstated) of some of the safety rules is to first protect the
driver/rider and secondly to protect the race course.
By limiting the amount of damage that could occur to the race course it will
ensure that everyone will have equal opportunity to race their vehicles in the
safest manner possible.
Section III-15 of the rulebook requires a 360 deg., 1/4" steel shield covering
the flywheel and clutch assembly. I don't see any provisions for anything
less.
