The main page is:

There is an Icon in the upper right coner that will
take you to the webcam.
The TV Webcam page directly is:
http://www.dk4-tv.dk/asx/diverse/dk4live.asx
This one will bring up Windows Media Player, so if you
do not have it installed or a pretty new version it
might not work.
