It seems that you may need to look to a metric size. Many tires would then fit
your size requirements. For instance, a 215/40ZR17 would be aprox. 215mm across
and 40% tall as it is wide and fit a 17inch wheel. A Potenza S-02 in this size
is
23.7inches tall and 6.9inches wide. It helps to have the manufactures spec. book
in front of you which I do. There are MANY tires made by MANY manufactures
available in your size with 15 or 16 inch rims.
