3.1 states a need to "meet" a standard, does the product have to be stamped
with a certification or can it meet the standard by another means.

If a rule calls out a spec such as this then the item must have spec
imprinted on it. How can the other product "meet" the spec but not have the
stamp? Does it in fact "meet" the spec? There are several grades of padding
available in the market place, not all are of the same quality.
Be sure to leave the tape on the padding which has the spec imprinted on it
so it can be determined that this is the correct padding during inspection.
