NASCAR Numbers

There is a petition going around on the internet to have #3 retired. The
Earnhardt family has said they intend to keep the number in the family
and on the track.....So the question has come up on another list as to
how numbers are  assigned, and are they permanent like several other
organizations I belong to? There was also the position that the numbers
have to be bought. Doesn't sound right to me..... Anybody shed some
light on this for me?
