Moon Disc and wheel weights

Hey Guys, I got some Moon discs today and went place them against my
ordinary steel wheels and realize the disc hit the balancing
weights. This brings up two questions, can I even use these clamp on
lead weights? and if so would the weights have to be on the rear only?
