Electrical Gremlins

Although this isn't an LSR question, I am at my wits end & could use
some advice. The tail lights,IP lites and parking lites on my 93 Chev
Dually won't work. The fuse isn't blown, and a test lite shows no
current getting to the fuse.  Question: Is there a fuse "upstream" of
the fuse panel that is the culprit? 
Any help here will restore my sanity...............
