The item is often referred to as a "witch's hat" or gaiter.

My BJ8 had one installed by the prior owner and I liked it much better 
than the look of the stock setup so have kept it.

One issue: the lower edge of the gaiter needs to be glued-down or 
otherwise retained, under the console ring.
