An aircraft squeezer with a variety of heads would work for that.

I have used one like this for squeezing solid rivets when building my plane=
, it has an adjustable depth to account for different thickness materials. =
The heads accommodate flat or cupped rivets.

I have done these with a hammer, buck and punch in the past but would much =
