I am person who knows that in the USA we have 50 states and many =
different laws, so strong title laws and regulations in Oregon, Illinois =
etc. are balanced by other states which only have registration and =
looser regulations as mentioned in the site I sent you as follows:

Titles vs. registrations
It=E2=80=99s important to note that there are two types of paperwork =
used to provide a vehicle owner=E2=80=99s proof of ownership. In some =
states, titles are issued containing an owner=E2=80=99s identity and =
location and their vehicle, identified by serial number. Other states =
use a registration method as proof of ownership that is similar to the =
title procedure. A registration-only state=E2=80=99s official paperwork =
(registration) can be converted into a title in a state that only issues =
titles (and vice versa). Title companies aid the process of providing =
proof of ownership through the registration process in the state of =
Maine, New Hampshire, Alabama, Georgia or Louisiana, any of which can =
provide registration for a vehicle, even if a vehicle is not located in =
that state. That out-of-state registration can usually be transferred to =
a title or registration in the owner=E2=80=99s home state (the exception =
being such states as those mentioned above).

I=E2=80=99m in Oregon and a VIN plate won=E2=80=99t get you a title. =
Anyway, it's easy to make a Healey VIN plate. You can buy the blanks =
from Moss. If you don=E2=80=99t have a title to the car in question =
Oregon will not issue you a new title. We do not have that bond process =
like some other states do. I am an Oregon attorney and I know Oregon =
motor vehicle law. I appreciate all the suggestions but I just need a =
title. A BN6 title from any state will work.

I was curious about obtaining a title for an old car without =
documentation. Very difficult to obtain according to: =

is very knowledgeable. Hopefully, you know where you bought the car, =
have bill of sale, vin number etc. At any rate, enjoy the information =
before you go forward in restoration. Note at the end of the page =

I know this sounds sketchy. But, I bought a BN6 many , many years ago =
for its body panels. It was cheap and came with a title - for a BN4. I =
have since reassembled the car but I don't want to go any further unless =
