Michael,
I really doubt that the issue is down to you, Welch or the Royal Mail.
Speaking from this side of The Pond, I guess the reason(s) that your
package sat on the tarmac are a mixture of Customs and the sheer lack of
flights out of the UK (The RM's aircraft only operate within UK
airspace, I understand). As you know airlines have grounded much of
their fleets on economic and health grounds and even cargo flights are
limited.
Once it got to the US...well there's US customs and then the USPO, which
is notorious even over here! :-)
Under the present circumstance I doubt that you would have done better
with UPS.
