It is a cover for the water passage at the front of the engine block and ne=
xt to the water pump. Maybe a different version of the engine had a differe=
nt water pump or a bypass of some kind. It isn't related to an electric cho=
ke switch (AKA otter switch) because those switches have a symmetric triang=
ular bolt pattern while the bolt pattern on this cover is asymmetric.
