If the bolt he wants/needs to use fits through the hole in the carb--it must if 
you have to put a nut on it--making the hole bigger with a tap won't help much. 

I don't trust putting steel bolts into aluminium anyway; I'm going to be 
putting helicoils into the mounting bosses for my clutch slave cyl while the 
engine/gearbox is out.

On my BJ7, I simply ran a tap thru the hole to create threads in the body. I 
measured the original hole size with a drill until I found one that would not 
pass thru. One fraction size larger worked for me. Then I used 2 bolts on each 
carb that matched the tap size. 

Keep it simple.
