This is not something you do in the car. The shims are to set the proper
clearance for the bearings (one at each end of the worm gear.) Once this is
done, either at the factory or on your work bench, you never touch it
again. But, to answer your question. Taking shims out will take out any
"end float" but possibly pinch the bearings. It's very hard to get it
right while in the car because you have the peg from the pitman arm engaged
in the worm gear and that will affect the "feel" of your end play.
