The PO converted to DOT5 (Silicone) about 10 years ago. The shop replaced
the master brake cylinder, all the flex hoses, the rear wheel cylinders,
the servo (I think), and flushed the whole system before adding DOT5. I
replaced the front calipers about two years ago.
I agree, it would be unusual to have both front flex hoses go bad at the
same time.
Is it possible that the proportioning valve is bad? I'm puzzled why the
rear brakes are fine and the front brakes are locking. Or is that just a
red herring?
