Healeys were not built by "model year", which is a USA concept. Most =
of the world considers the "year" of a car the calendar year in which it =
was actually built. In the USA, a car is registered according to "model =
year", which can be different from the calendar year of build. Any car =
built in calendar year 1963, but sold close enough to the "new model =
year" beginning in September/October 1963 or afterward could have been =
first registered by the DMV as a 1964 car.

I know of several people who have had trouble registering ex-California =
BJ8s because the DMV there had a policy of adding the two-digit "year of =
manufacture" to the beginning of the factory VIN on the registration and =
title documents (e.g., 67HBJ8L/38726). On export of the car out of =
California, the new owner encountered static from the receiving DMV =
because the paperwork didn't match the number on the VIN plate exactly.

I bet that the CHP have no idea what the difference is between a =
convertible and a roadster, but they know they are different words.

So yes this car could be a Factory 100M or a 100 M LeMans Kit =
installation. And I am sure there is no chance that someone has got the =
year of the car wrong somewhere. The amount of cars I see the are one =
year acording the the DMV records and when you look up the VIN numbers =
its another year. I recently had a 64 BJ7 in the shop according to the =
owner who had recently purchased the car. When you look at the =
registration it was first sold in February of 64 so the DMV listed it as =
a 64 not a 63.

Also have a TR3 in the shop that is having problems with getting a =
California registration. The car came from Colorado where they showed =
the car as a Convertible, when the CHP did a VIN verification they =
listed it as a Roadster. So California will not accept the verification. =
