as i told tom, i compress the spring in my vise, then take strong thin wire 
like welding wire and wire two sides tight, insert the compressed spring, then 
push the washer on and squeeze the circlip in.  i cut the wire and carefully 
extract the wire from both sides.  takes me just a few minutes.
