Probably a faulty Master cylinder. Dismantle, clean thoroughly and
inspect the bore. If the bore is perfectly smooth, rebuild with an
overhaul kit (seal, cap etc.). If not you can try honing and rebuilding,
however most will prefer to chuck it and fit a new one.
