If you don't have the throw/return on your master cylinder right the rod will not return enough to uncover the hole inside the m cyl that allows fluid to flow from/to the reservoir. You adjust the length of throw/return in the pedal box above your feet - the "c" that connects the mcyl rod to the pedal is threaded and can be adjusted.
