Jerry -

The very first thing I'd check for is slop and maladjustment of the
throttle linkage.  If you are only getting a max 3/4ths-4/5ths
throttle or something like that due to bad adjustment of the linkage,
the difference in power would be VERY apparent.  I know from personal
experience on this.
