The bezels are supposed to twist off, sometimes it helps to bend the tabs up a bit before you twist (there are gaps in the lip on the body of the guage which hold the thing on, you twist to get it to the gaps) I have occasionaly found ones that the seal has gotten hard making it difficult to remove, a rubber strap wrench works well in those instances.
