Forgot to mentiion.  I did pull the brake drum and it was dry as a bone inside. 
 No dampness around the wheel cylinder or on back of backplate.  Brakes have 
not been touched in several years.  Could there be a binding issue somewhere 
and so there is need of lubricating some points?
