Those are honest-to-god rivets. There are pneumatic guns--similar to
pneumatic chisels--or large squeezers to set these (you also need a
bucking bar to use the gun). Both would cost a Benjamin or two,
although you might be able to rent or borrow them somewhere. Most A&P
(airframe and powerplant) mechanic or experiemental airplane builder
would probably have one or the other.
