That is probably the best advice - "use at your own risk". Although most of
us seem to have a good experience, and I think PayPal obviously want to
provide a good service as they make a bundle on it, something can always go
wrong. All but a few of my purchases are <$100, so it is not the end of the
world if one goes south, and I have always accepted that.
