I'm not going to Conclave but the last meet I went to in Canada, I obtained 
the card but, as I recall, was never asked to produce it.

If I may be so bold as to suggest that someone call the Canadian authorities 
(Embassy?  Border Agency? Canadian DMV?) and ask.  The confusion could be 
eliminated and no one will be turned away at the border.
