Most likely, the nut and "olive" that secure the stator tube at the
steering box is loose (he's probably losing a lot of his steering fluid,
too).
If not that, the trafficator telescopes within the stator tube for
adjustment. There is a slot in the stator and a metal nub that keeps
the trafficator from rotating. This may may be damaged, but I'd bet on
the above.
