Hi Gary (great name),
Here's one solution, just off the top of my head:
My mph = 40 mph
The target = 50 mph
Since driving slower gave me an advantage, divide my speed (40) by the
target speed (50) and take the answer (0.80) times my miles per gallon. If I
achieved 25 miles per gallon, multiplying that by 0.80 drops me to 20 mph.
If someone drives faster, I would probably just leave their mileage
"un-corrected".
