harmonic balancer question

I was removing the harmonic balancer the other day and noticed that it came off 
pretty easily.  I was able to pull it off by hand.  Is this normal?
No signs of abnormal wear on any surfaces.  Damper seems fine - visually.  
There was no play in it when it was installed.  No unusual noises.
