Tom, What Ive done in the past with the inside of fenders when owners have done this is on fully cured primer use PPG epoxy (DP)primer to seal (and add additional protection ). Then you can use what ever you want as a top coat. The best way is to have bare glass beaded or dipped (no rust) metal, cleaned, then DP epoxy primer and follow with DCC black urethane, I add a little flattening agent to kill just a little gloss.This offers the best protection on suspention parts.
