Rear hub studs and nuts

Doesn't the standard torque table only address the max. elongation of the
bolt given the core hardness / tensile strength of the fastener but doesn't
take into account the material condition  being fastened? Does anyone know
the hardness or type/condition of the material used for the wire wheel hubs?
