There are several reasons that it would do this


1 The kick down switch is either not connected or it is miss adjusted.


2 The relay is not working and the overdrive is working thru the kick down
switch


3 The overdrive is wired directly with out the relay or kickdown

It sounds like his OD is working correctly. It should always be in OD
as long as the switch is on. It will stay in OD when the switch is
turned off until you accelerate beyond 1/5 throttle or approx 1" of
pedal movement then it will kick out of OD
