100-4 firewall covering

After pulling the engine on my BN2, I plan on detailing the engine compartment. 
 I was wondering if anyone could tell me what is on the firewall above the bell 
housing (it looks like tar paper)?  Since this tar paper is warped, etc., can a 
new covering be purchased anywhere?  

Also noticed that the interior carpet for the "extension panel" wraps around 
the panel so that it is visible around the edges beneath the "tar paper" ....is 
this correct?
