Thanks to all -my inability to balance the carbs and reduce the idle,
was a throttle disc that wasn't closing all the way on one of the carbs.
 I reworked the throttle linkage and problem solved!  Thanks!

I had a similar problem with my HD6 carbs after rebuilding. It turned 

out that on one carb the throttle disc wasn't able to close  
completely. Sorted that and the problem was gone.
