Hi Gene,
If you block the valve cover vent pipe the blow-by from the engine will go
out the road-pipe but, this will probably produce a very unpleasant smell
when the engine is idling. The vent to the air filter is meant to prevent
this by producing a very slightly lower pressure in the valve cover at idle
and thus the fumes are drawn into the carburetor rather than traveling down
the road-pipe.
When the engine is producing lots of power, and there is more blow-by, the
fumes do pass out the road-pipe but, because you are moving along the road,
the smell is dispersed behind you.

Several comments I received indicated that capping off the tube coming out
of the valve cover would result in pressure buildup in the engine and
thereby cause leaks. If that is the case, what is the purpose of the pipe
that comes out of the side plate cover just a few inches below the valve
cover?
