I guess that I used the incorrect terminology. It is the piece that
attaches to the bottom of the horn
which, in turn, attaches to the bracket you describe and is referenced in
the Moss catalog as:
PLATE, tapped, horn to cross member
It is used to attache the horn to the plate.
