Mounting front shroud

I have a question for the list.  The bottom front edge of the front shroud
is bolted to two flat extension that are welded to the front of the frame
rails.  Does the lip of the shroud go on top of the flat supports or under
them?  In other words, should the front edge of the supports be visible
under the shroud or hidden behind the shroud?    I've seen it both ways but
I can't find any published documentation.
