To be fair, your email this morning was a great announcement. I applaud
the work that the Concours Committee is doing, and I think as many
people as possible should know about it as well. I think I'm the one
with the pointed stick :-)
Just to address some points you raised:

Is there a judging/entry/registration fee for cars entered into the
concours judging process? Just asking so that maybe a solution can be
found that opens the Guidelines to the Healey community and still funds
the work of the Committee.

As another lister (Mike) posted, releasing the documents electronically
really doesn't put the quality control of the content at risk. It's the
Committee's standard, and only the Committee can release the official
version. Copyright of the standard would remain with the Committee: the
right to use, copy, and distribute the contents of the Guidelines would
be granted, while the right to create modifications or derivatives would
_not_ be granted. This way, distribution would become essentially free
(other people would be doing your distribution for you), while the
content would be protected. At the same time, other Healey experts could
easily contribute their knowledge to the standard by having easy access
to the content. I envision the licence being much like the licence used
for Web standards (see
www.w3.org/Consortium/Legal/copyright-documents-19990405). Because it is
a standard that is being created, changes should only be made by an
authorizing body, such as the Committee.
The key here is to separate the Committee's need for funding from the
distribution of the Guidelines. If this separation could be
accomplished, what a great thing for the Healey community!
