If the throttle shafts and needles have no wear then all repairs could
be done with the carbs on the engine, I would assume though that the
shaft bushings are worn causing you a idle problem. The flooding is not
a big deal all that it would need is a new float needle and seat.
The charge to rebuild the carbs at $500.00 is cheap I would check and
see what they are going to do for that. When a master kit is $200.00
that only leaves $300.00 to R&R the carbs and rebuild which is about a
8 to 10 hour job.
We have just done a major rebuild on a tri carb and the cost to rebuild
the carbs was as much as the new ones that MOSS supplies at $950.00
