Gordy,

I don't recall ever seeing the tarpaper but it may have been on some earlier
cars.  The asphalt-like adhesive yes.  I doubt there is any vibration
dampening effect of the adhesive.  I suspect it it more for sealing nasty
fumes from passing into the cockpit.  To see where to put it, place the
shroud on the cowl and see where the sealant (I used some of that nasty
roofing tar) would most effectively seal off the areas.  Look carefull from
under the dash as there will likely be a large gap in the "valley" on each
side where the cowl dips down.  I added some good foam there.
